COVID‑19 — CIRANO Community Mobilization

Whether in terms of managing the COVID-19 crisis, solutions for exiting the crisis or recommendations to promote recovery, the CIRANO community has mobilized to help governments and its partners in their decision-making.

CIRANO has created this site dedicated to COVID-19, which lists all the publications, communications and tools produced by its researchers for the scientific community, its partners and the general public. Do not hesitate to visit it regularly, as it will be improved over the next few days as the situation evolves.

A special COVID-19 committee of experts has been set up to respond to the requests received and to suggest recommendations around 6 major projects: (1) Health, (2) Education, (3) Employment, (4) Economy, (5) Public Finance and (6) Role of the State. In such a context, expert advice is crucial and our research teams are working hard to help make informed decisions. The CIRANO researchers appointed to this special committee are for the most part principal investigators of our major areas of expertise and/or cluster leaders.

The mobilization of our researchers and fellows is reflected in the number of CIRANO publications related to COVID-19. In addition, we have launched the new Perspectives/Insights series of short articles to enable our researchers to convey informed opinions on various issues. CIRANO researchers are also very present in the media.

In these times of crisis, "Knowledge Into Action" takes on even more meaning. Discover the contributions of CIRANO researchers and fellows to assist in decision-making in this unprecedented context of COVID-19!

CIRANO COVID‑19 Agora

CIRANO has been engaged in a collective reflection since the beginning of the crisis in order to assist governments and its partners in the current management of the COVID-19 crisis, in the evaluation of the impacts and in the implementation of public policies favouring recovery after the crisis. In order to structure its work, CIRANO has set up a special COVID-19 committee of experts and an Agora. By mobilizing its multidisciplinary pool of researchers, this approach reflects a desire to promote, support, enrich and document CIRANO's research in the special context of the COVID-19 crisis.

The Agora will make it possible to collectively generate ideas for solutions and initiate research projects in order to make evidence-based public policy recommendations.

An Agora website will be created and will be a crossroads, a meeting place made available to researchers and the CIRANO community to exchange documents of all kinds. The Agora website will allow, while still having a link with COVID-19, to:

  • submit texts of informed opinion and reflection on issues related to COVID-19;
  • sharing literature and data;
  • comment on deposited texts.

This site will serve as a knowledge and work base for thematic virtual meetings.

For the time being, the Agora is structured in 6 major workgroups, but other workgroups could be added according to situations and contexts likely to give rise to them.

Committee of experts

CIRANO has set up a special COVID-19 expert committee made up of CIRANO researchers wishing to assist governments and its partners in their decision-making in the context of the exit from the crisis and the revival of economic activities.

The committee's role will be to identify, in the current context of the COVID-19 crisis, a few priority projects for which CIRANO researchers, fellows and visiting fellows could make short-term recommendations with a practical scope. The selected research projects will contribute to a better understanding of the temporary and permanent socio-economic consequences of the crisis and to the development of public policies or private-public actions to help manage the crisis, its exit and recovery.

The researchers appointed to the special committee are active in CIRANO, most of them as main researchers and/or responsible of CIRANO Poles.

In order to coordinate and direct the work of the committee of experts and to ensure the link with governments and partners, a coordination committee has been set up.

Risk assessment by occupation and industry in Quebec

The Research Group on Human Capital adapted a tool, developed by researchers at the Vancouver School of Economics, that aims to evaluate occupation and industry risks and benefits associated with COVID-19.

Objectives of the risk visualization tool

  1. Guide decisions regarding the reopening of sectors and subsequent closures in relation to a possible second wave.
  2. Help identify occupations at risk within industries and find ways to mitigate those risks.

The tool calculates the benefits of reopening in relation to the risk of viral transmission in more than 300 professions and more than 100 sectors.

This work was made possible thanks to the team composed of two researchers and CIRANO fellows Catherine Haeck and Marie Connolly from the Research Group on Human Capital of ESG UQAM, Casey Warman (Dalhousie University), Pierre-Loup Beauregard (Vancouver School of Economics, University of British Columbia), and Tímea Laura Molnár (Analysis Group). The team thanks Statistics Canada, for data access, CIRANO for its financial support and the Analysis Group for providing Tímea Laura Molnár’s work pro bono.

Intensive care unit (ICU) hospitalizations by occupation

The Research Group on Human Capital also prepared a simulation of the number of intensive care unit (ICU) hospitalizations by occupation. This simulation is based on an infection rate of 80 % and exploits the age structure of workers in each occupation.
