Claude Castonguay a été parmi les quatre finalistes (sur 60 candidatures) du prestigieux prix Donner de l’édition 2013 pour son ouvrage Santé : l’heure des choix (Les Éditions du Boréal). Jeffrey Simpson (Globe and Mail), lauréat du prix Donner, a publiquement remercié M. Castonguay pour les entretiens qu’il lui a accordés durant la rédaction de son livre. Alain Dubuc, Invited Fellow, was appointed Officer to the Order of Canada on December 30 by the Governor General, David Johnston. Mr. Dubuc will be invited to receive his insignia at a ceremony to be held at a later date. The Order of Canada, one of the highest honors of the country, was established in 1967 to recognize exemplary citizens.

CIRANO offered an update on issues related to the management of risks caused by dangerous goods in Quebec at a conference held November 23, 2010. This conference provided an opportunity for partners from the research project GESRISQ in CIRANO to speak on this topic and for CIRANO to make public the results of two unpublished surveys from fixed sites that use dangerous goods and dangerous goods carriers as well as all published research reports.

(2010-10-26) Dynamics of a Threshold Public Goods Game in Ambiguity
Arnaud Dragicevic, Postdoctoral researcher, will be the guestspeak of the Seminar on October 27, 2010. His presentation will include a dynamic model of threshold public goods game and some experimental results. The model revolves around the protection of biodiversity for biomedical research. Both the theoretical and experimental results show that agents are willing to fund a public good when specific trade-off rules are verified, even in a case of ambiguous probability. Selon l’étude réalisée par J. Rajaonson et G.A. Tanguay, les municipalités les plus durables ne sont pas nécessairement celles ayant de bonnes performances environnementales. En moyenne, les plus grandes villes en termes de population obtiennent de bons scores environnementaux et de mauvais scores socio-économiques, alors que c'est le contraire pour les municipalités plus petites. CIRANO Fellow Michel Magnan has organized an afternoon conference to be held on May 27 on the theme Recent Trends in Financial Reporting: Implications for Governance and Risk Management. The issue is timely as the properties of reported earnings as a measure of a firm’s value and risk profile has been the subject of considerable discussion during the current economic crisis. Registration is required to attend this conference.

Nicolas Papageorgiou, assistant professor at HEC Montreal and fellow CIRANO, has published a book on hedge funds with co-authors Greg Gregoriou, Georges Hübner and Fabrice Roah. Their work deals with portfolio allocation in hedge funds, hedge funds management, risk and performance measurement, statistical properties and special classes of hedge funds.

Radiolibre.ca, launched in early January 2006 by Astral Media, is based on a technology developed as part of a CIRANO project. The group of researchers, made up mainly of Yoshua Bengio (CIRANO, Université de Montréal), Doug Eck (Université de Montréal) and Daniel Levitin (CIRANO, McGill University), specialized respectively in data mining, music characterization and cognitive psychology, has created, jointly with DoubleV3, a highy sophisticated automatic music recommendation system based on the detailed imprint of various musical styles, the listener’s previous selections and his personal profile.

Marcel Boyer (Bell Canada Professor of Industrial Economics, Université de Montréal; Fellow of CIRANO, CIREQ and C.D. Howe Institute) has been appointed by the Québec Government to the Board of directors of the Agence des partenariats public-privé du Québec. Marcel Boyer is also a member of the Board of directors of SSHRC. Co-founder of CIRANO, he was its Vice-President and Scientific Director from 1993 to 1998, and President and CEO from March 1998 to December 2002.

(2005-11-08) André Bisson, Chacellor Emeritus
André Bisson, Chairman of the Board of Directors of CIRANO, has been named Chancellor Emeritus by Université de Montréal. Mr. Bisson is the first to receive this honour, which outlines the distinguished service he has rendered to Université de Montréal since 1979. Member of the Board of the University, and then member of its Executive Committee, he was Chancellor of the University from 1990 to 2003.

André Bisson, Chairman of the Board, is pleased to announce the appointment of Michel Patry as President and Chief Executive Officer of CIRANO. Michel Patry has been Associate Director, Academic Affairs and Strategic Planning, HEC Montréal since 2001. Full professor at the Institut d’économie appliquée, HEC Montréal, his research specializes in the economic analysis of organizations. He succeeds Jean-Marc Rousseau who is returning to the research sector.

After completing his mandate as rector of Université de Montréal, Robert Lacroix moved back to CIRANO at the beginning of June. He will go back to his principal areas of interest : economics of human resources, labour and innovation. He will be spending part of the year on the analysis of the Canadian fiscal equalization system as the expert designated by Ralph Goodale, Minister of Finance. Co-founder of CIRANO, Robert Lacroix was the first President and Chief Executive Officer of the centre from 1994 to 1998.

A research group of CIRANO and GReSI (Groupe de recherche en systèmes d'information, HEC Montreal), has developed and tested a questionnaire for the evaluation of software implementation risk. From this questionnaire, they developed a generic Web-enabled software for the analysis of project risk management. This software is currently used being by some of our partners. A local version (i.e. can only be used by one user at a time) was also developed and is downloadable.

Jean Boivin, from the Columbia Business School and a faculty research fellow at the National Bureau of Economic Research in Boston, visited CIRANO the month of November. Jean specializes in the analysis of monetary policy with current research focused on the design and implementation of optimal monetary policy. He is also working on various empirical aspects of monetary policy, including the identification of changes in the U.S. conduct of monetary policy and their implications on the term structure of interest rates and on the aggregate economy.

Benoît A. Aubert, CIRANO Fellow, has been appointed Research Director at HEC Montréal. He is currently Associate Professor and Director of the Research Group in Information Systems (GReSI) at HEC. Initiated by CIRANO and the Chaire en analyse des risques toxicologiques pour l'humain of the Université de Montréal, the Pesticides and Health Symposium held on November 19, 20, and 21, was particularly valuable because of its emphasis on the health threats posed by pesticides. This aspect is rarely broached in symposia of this nature, which generally tend to focus on environmental risks. The three principle areas explored during the meetings were: characterization of the risks, management of the risks, and alternatives to pesticides. Several of the presentations are now available on our site.

(2004-02-10) Lunch Presentation with Louis Vachon
Louis Vachon, First Vice-President of Treasury and Financial Markets at the National Bank of Canada, gave the invited lecture at the CIRANO-PRMIA series of lunches on developments in Canadian risk management Wednesday December 3.
His presentation La grande histoire d'un petit chiffre : corrélation actions-obligations focused on the importance of the time-varying correlation between stocks and bonds. Louis Vachon demonstrated that this variation in time is a key issue in current risk management. Some 80 participants were present and the event was again a great success. The series of lunches will return next February.

We are pround to welcome Louise Roy as an Associated Fellow within the CIRANO Group.

Now an International Consultant and a Corporate Director, Louise Roy was, until December 31, 2002, a Senior Vice-President, Marketing and Commercial Services and IATA Representative Canada. Between 1997 and 2000, Louise Roy was President and Chief Executive Officer of Telemedia Communications Inc. She was also Executive Vice-President of Air France in Paris between 1994 and 1997. In September 1992, Mrs. Roy was named Senior Vice-President of the Laurentian Group Corporation. From 1985 to 1992, she was President and Chief Executive Officer of the Montreal Urban Community Transit Corporation (MUCTC). At CIRANO, Louise Roy leads the “Forum sur le leadership".
(2003-12-19) Nathalie de Marcellis-Warin Nominated Researcher
Nathalie de Marcellis-Warin was recently nominated as a researcher within the CIRANO group. Holder of a PhD in Management Science (in risks and insurance management) from École Normale Supérieure de Cachan (France), Nathalie de Marcellis-Warin taught at Université Paris 1 Panthéon-Sorbonne and HEC-Paris. She is currently leading the phase “Management of risks in hospitals†of the Healthcare Corporate Governance project in collaboration with the Ministère de la Santé et des Services Sociaux, and the “Economic evaluation of fire departments†of the Montreal Fire Department. Nathalie de Marcellis-Warin also participates in the phase “Major Technological Risks†of the Environmental Governance project and works on the “Integrated Risk Management†project.

Claude Béland recently joined CIRANO as Communications Advisor. For the last seven years, Claude Béland has lived in France, where she provided representation, information, and event organization services to Québec firms engaged in, or seeking to develop, various activities. She has also had a high profile in the publishing industry, with positions as editor in chief for several magazines of general circulation. From 1986 to 1994, she taught communications at the Université de Sherbrooke. In collaboration with several Montréal communications agencies, Claude Béland also edited numerous public relations mandates and in-house publications for large Québec firms.

A liaison and transfer centre such as CIRANO needs to have a very efficient communications team. Claude Béland and Mélanie Bisson are up to the task.

The meeting's goals were to review the current situation in Canada regarding Privacy, Security and Trust, essential elements on which knowledge economies depend for continued growth and success, and identify the highest priority research challenges of national importance in these areas, while promoting collaboration and information sharing among academia and the private and public sectors.

On October 17, 2003, Jean-Marie Toulouse, director of HEC Montréal, announced Benoit Aubert's nomination as professorship of "Gouvernance et Technologie de l'information". Mr. Aubert will continue his research on outsourcing, new organization forms and types of management related to information technology. Benoit Aubert is also director of GReSI (Groupe de recherche en systèmes d'information).
(2003-11-20) Nobel Prize in Economics goes to Robert F. Engle and Clive W.J. Granger
The Royal Swedish Academy of Sciences has awarded this year's Nobel Prize to Robert F. Engle for methods of analyzing economic time series with time-varying volatility (ARCH) and Clive W. J. Granger for methods of analyzing economic time series with common trends (cointegration).

ARCH and cointegration have been major breakthroughs in financial econometrics and are now essential tools of the empirical economist and financial analyst.

CIRANO has hosted visits from the two winners who have actively participated in our conferences in the past few years. Robert Engle was part of last fall's Extremal Events Conference and Clive Granger presented "Some Thoughts on the Future of Economic Forecasting" during the Forecasting in Macroeconomics and Finance event in June 2002.

Peter Bossaerts, professor of economics, management, and finance at the California Institute of Technology in Pasadena was in Montreal from March 10 to 15, 2003. He gave a seminar entitled “Prices and Portfolio Choices in Financial Markets: Econometric Evidence†at the Université de Montréal on Thursday, March 13 at 4 pm. He also conducted an experiment in the Bell University Laboratory in Electronic Commerce and Experimental Economics (BULC3E) on Monday, March 10.

Claude Montmarquette, CIRANO Vice-President of the Human Resources and Experimental Analysis Groups, gave a presentation at the Annual Convention's Plenary Session of the "American Risk and Insurance Association" entitled " Quebec's Drug Insurance: Is ONE program THE Solution?". This convention was held in Montreal between August 11-14, 2002.

The University Lumière Lyon 2 presented an Honorary Doctoral Degree to Robert Lacroix, Principal of the Université de Montréal and CIRANO's First CEO. Tony Berrada (HEC) joined CIRANO's Finance Group as a new researcher. His main research interests are asset pricing, incomplete information and heterogeneous beliefs, derivatives, real options and empirical asset pricing.

In a symbolic ceremony held at CIRANO's Board of Director's meeting on November 27, 2002, the outgoing CEO Marcel Boyer transfers the leadership regalia of the inspirational Cyrano de Bergerac to incoming CEO, Jean-Marc Rousseau. Marcel Boyer has lead CIRANO since 1998.

This event included various presentations that allowed to expose the main perspectives on the subject.     Marcel Boyer, CIRANO's president and CEO, is now a member of the board of the Social Sciences and Humanities Research Council of Canada (SSHRC).
    SSHRC is Canada's federal funding agency for university-based research and graduate training in the social sciences and humanities. Created as an independent body by Parliament in 1977, it reports to Parliament through the Minister of Industry.

    Contributions to the forthcoming North-Holland Handbook of Financial Econometrics were the focus of a recent conference held in Princeton. CIRANO was well represented. René Garcia, Eric Ghysels and Eric Renault presented a paper titled Option Pricing Models. Christian Gouriéroux gave a paper on Value at Risk and Extremal Events, and Nour Meddahi was the discussant on a paper dealing with different measures of volatility.
