Workshop: International Environmental Agreements – Bridging the Gap

Transboundary environmental pollution constitutes a major challenge in international collaboration. A number of International Environmental Agreements (IEAs) are drafted and ratified to this date, in an effort to address this problem. While the process is ongoing it is widely accepted that IEAs are either of small size (in terms of signatories) or non-enforceable. A critical characteristic of IEAs is the lack of a supra-national authority that could implement and enforce environmental policies on sovereign states. Thus, IEAs have to be self-enforcing in the sense that they have to account for the countries’ incentives to cheat on or withdraw from the agreement. Alternatively, cooperation in environmental issues can be linked to other issues affecting the negotiating countries such as trade and R&D, among others. The scope of this series of workshops is to bridge the gap across disciplines and the policy world by engaging researchers in a continuous dialogue.

Ngo Van Long

Holding a Ph.D. in economics from the Australian National University, Ngo Van Long was a professor in the Department of Economics at McGill University and a CIRANO Fellow since 1994. Professor Long has made significant and lasting contributions in several distinct but related fields, emphasizing their complementarity and intersections: resource and environmental economics, international trade theory, dynamic optimization and dynamic game theory in economics, and industrial organization theory.

His research covers a wide range of issues in microeconomic theory with specialization in four separate but related fields of economics, stressing their complementarity and intersections: resources and environmental economics, theory of international trade, theory of dynamic optimization and dynamic games in economics, and theory of industrial organization. Since 1973, he has consistently published articles and books in these four fields, and where possible, emphasizing their complementarity.

Ngo Van Long has published articles in a wide range of journals, including Econometrica, the Quarterly Journal of Economics, the Journal of Economic Theory, the International Economic Review, the Economic Journal, Economic Theory, and field journals such as the Journal of Environmental Economics and Management, the Journal of International Economics, the Review of International Economics, Games and Economic Behavior, the Journal of Public Economics, the International Journal of Industrial Organization, the Journal of Economics and Management Strategy, the Journal of Economic Dynamics and Control, Dynamic Games and Applications, the Journal of Development Economics, and the Journal of Economic Behavior and Organization.

Charles Séguin

A CIRANO Researcher since 2019, Charles Séguin is Associate Professor in the Department of Economics at the École des sciences de la gestion and in the Institute for Environmental Sciences at the Université du Québec à Montréal.

Holding a Ph.D. in Economics from the University of California, Berkeley, his research interests are environmental and resource economics. He develops applied models to tackle dynamics pollution management problems, including climate change and lake eutrophication, and sustainable resource extraction. He uses optimal control and dynamic programming, along with numerical methods from computational economics, to devise policies to address these issues.
